Using a cutting machine like the Silhouette Cameo or Cricut Explore Air 2, you can cut SVGs out into either Adhesive vinyl or HTV.
Adhesive vinyl decals are what you would use for making wall, window, and car decals. While you would use HTV for t-shirts.
